Advisory members raised commissioning scheduling and reimbursement questions after the LEED v5 discussion. Martina explained that LEED v5 includes commissioning requirements that "the commissioning must start at schematic design," which had been a challenge because MSBA historically hired commissioning agents later in design development. She said fundamental MEP commissioning and building‑enclosure commissioning are included under MSBA reimbursement regardless of LEED version.
Members recommended bringing commissioning expertise on earlier and developing the owner’s project requirements (OPR) during schematic design to capture the benefits of earlier involvement. The team said MSBA reimbursement practice had not changed in time for v5 for some pilot projects and that ongoing commissioning and PV commissioning would be included when applicable. The advisory group asked the project team to document commissioning phases and reimbursement assumptions in the SD materials.
