Council approves amendment to Logan-Cache Airport Authority to restructure governance and remove Logan City's financial liability

The Cache County Council approved Resolution 2026-23 on June 23 to accept Amendment No. 1 to the Logan-Cache Airport Authority Interlocal Agreement. County Attorney Dane Murray presented the amendment, which rescinds a recent withdrawal agreement and restructures governance into a Sponsor Board (including county council members and city designees) and an Airport Authority Board made up of public members with aviation expertise. Under the amendment, Logan City’s financial liabilities are removed while the city retains representation.
The amendment also requires the creation of an enterprise fund to make airport operations self-sustaining and includes provisions clarifying utility and grant-assurance relationships and board appointment processes. David Erickson moved to approve Resolution 2026-23; Vice Chair Kathryn Beus seconded and the motion passed unanimously with one absence noted. Council discussion noted the inclusion of an elected official on the Airport Authority Board diverged from consultant recommendations; staff and the Sponsor Board will manage implementation details and ensure FAA grant-assurance compliance.
The county director and Airport Authority will follow steps in the amendment regarding audits, budget submittal, and transition of specified utility responsibilities; the resolution directs the county to transmit the executed amendment and approval to Logan City and the interlocal records keeper.
