Council approves Trevor Cook as Bear River Behavioral Health Director

The Cache County Council on June 23 approved the appointment of Trevor Cook, executive director of Bear River Behavioral Health, to serve as the Bear River Behavioral Health Director under contract with the multicounty health department.

Jordan Mathis, director of the Bear River Health Department, introduced the proposal and described the alignment of the county position with the nonprofit agency’s existing executive role. Mathis said the contract alignment would run “for the remaining eight years of the existing agency contract.” Councilmember David Erickson moved to approve Cook’s appointment; Nolan Gunnell seconded the motion, which carried with six yes votes and one absence (Mark Hurd).

The council discussed that the nonprofit retains independent hiring rights for its executive director while the formal county title and duties are subject to joint appointment by participating counties. No amendments or conditions were recorded at the time of approval. The council’s action places county behavioral health oversight formally with a leader already serving the regional provider network, a move the Bear River Health Department presented as continuity of services and contractual stability.

Next steps: the appointment will be implemented under the terms described in the packet and the county will reflect the contractual arrangement in its records. The council did not identify any immediate separate budgetary appropriation tied to the appointment during the June 23 meeting.
