The Cache County Council approved Resolution 2026‑23 on June 23, 2026, authorizing Amendment No. 1 to the 1992 Logan‑Cache Airport Authority Interlocal Agreement. The amendment restructures governance by creating a Sponsor Board and an Airport Authority Board, removes Logan City’s ongoing financial obligations to the Airport Authority, and rescinds a December 19, 2025 Withdrawal Agreement that had proposed the City’s exit.
Under the amendment the Sponsor Board will include county and city representatives (three Cache County Council members, the Logan mayor or designee, a Logan City Council member, and two Cache County elected officials) and will have powers including appointing and removing Airport Authority Board members. The Airport Authority Board will be a seven‑member board drawn from the public—with technical oversight responsibilities—and will report to the Sponsor Board. The text sets fiscal procedures, requires annual audits, and establishes that Airport‑generated revenues must be spent on airport capital or operating costs consistent with FAA grant assurances.
The amendment also lays out utility arrangements: the City will continue to provide water and other utilities through Dec. 31, 2026; effective Jan. 1, 2027 the Airport Authority will assume responsibility for utility infrastructure and utility charges. The amendment states the Airport Authority must maintain insurance and indemnify the City and County, and it disclaims any continuing financial obligation by Logan City for existing or future Airport Authority debt.
Cache County’s execution of the amendment is conditioned on adopting a resolution approving the text and on subsequent execution by Logan City; the amendment sets an effective date of July 1, 2026, and includes a retroactive rescission of the December 2025 Withdrawal Agreement.
