Cache County backs restructuring Bear River Health Department into multicounty entity

At its June 23 meeting the Cache County Council voted to approve an interlocal agreement (Resolution 2026‑22) to restructure the Bear River Health Department as a multicounty united local health department serving Box Elder, Cache and Rich counties.
The agreement delegates oversight of Behavioral Health Programs (integrated substance use and mental health services) to the Bear River Health Department and establishes a Bear River Board of Health and a Bear River Behavioral Health Advisory Council (BHAC). The interlocal text requires the Department to administer contracting under Utah procurement law, to present an annual Behavioral Health Programs Area Plan for public input and then to each county legislative body, and to prioritize existing service contracts to avoid service lapses.
Under the agreement the Cache County Treasurer will serve as treasurer for the Department; counties will apportion ongoing costs by population and are required to provide county match percentages consistent with state requirements. The document sets governance details (board composition, appointment processes, terms), procurement and budget rules, and a 50‑year default duration unless the parties amend or terminate earlier.
The packet included a separate proposed appointment—Trevor L. Cook—as Behavioral Health Director for BRHD, submitted by BRHD Director Jordan Mathis for the council’s advice and consent. The council recorded the matter on the agenda for consideration consistent with the interlocal approval.
The interlocal agreement and related materials are lengthy and specify reporting, audit and dispute processes; the council’s resolution forwards the signed interlocal to Box Elder and Rich counties for their approvals per state law.
