At the April 27 hearing dog owners Katy Taylor and Zach Blanchard described steps they had taken since the April 17 incident to reduce the risk of another bite. Zach told the board they had installed fenced containment at home, purchased GPS training collars for both dogs and agreed to walk each dog individually instead of together.
Katy, who said she was "devastated" by what happened, told the board that Jinx was adopted in October and had primarily been walked in the woods over the winter. Board members pressed for detail about the collars in use during the incident; Katy said she believed she told Jinx "No" and later confirmed Jinx had been wearing both a prong collar and a martingale collar at the time.
