Owner challenges $28,000 lien at 1117 South H Street; magistrate allows receipts and continues case

Owner Rafael Blanca told the magistrate that much of the required work on his property had been completed and that he had documentation showing payments for repairs and permit activity. He said that an inspector previously signed off and that a contractor who was supposed to pull permits did not do so, leaving him to shoulder costs and uncertainty.
Special Magistrate Doug McGibbon explained the city's ordinance limits on reductions and the process for calculating them. The magistrate identified that the local ordinance allows a maximum reduction to 10% in some circumstances, which in this case would create a floor of $2,820 on the $28,000 lien unless receipts for allowable repair costs were provided. The court continued the matter to give the owner time to gather and submit receipts and set a follow-up date; staff were instructed to review submitted receipts prior to the next hearing. Rafael Blanca said he had receipts and asked for more time — the magistrate granted a continuance and asked staff to help arrange a pre-hearing review.
