Commissioners discussed differences between Benny's (a high‑revenue, tourism‑drawing tenant on the pier) and other city tenants such as the golf-course Beach Club. Several commissioners said a longer lease helps a tenant make capital investments in a vulnerable, ocean‑exposed structure; others warned against premature extensions that limit future commissions' options. After further public comment both for and against, the commission voted to direct staff to negotiate the 10‑year option with a 5% biannual escalation and to return with the negotiated agreement.
