Meeting materials and slides presented to the board stressed that issues already negotiated with OCIDA, New York State and federal agencies — such as environmental reviews, roads and land use offsets — are outside the scope of this agreement. The board recorded the motion to approve the Community Host Agreement and moved forward with implementation steps subject to standard fiscal controls and public oversight.
