The El Monte City Council adopted its FY 2026-27 Comprehensive Annual Operating Budget on June 17, approving a $275 million spending plan that includes a $116.7 million General Fund, a $16.9 million enterprise fund for water and sewer, and $141.4 million in special revenue and other funds. The council also approved the water budget at $11,047,500.
Councilmembers recorded unanimous support for the budget during the regular agenda item. Councilmember Sheila Crippen-Thomas moved and Councilmember Marisol Cortez seconded the resolutions adopting the budgets; the motions passed 7-0 (Resolution No. 10709). The agenda materials presented the budget totals and line items for each major fund group.
The adopted plan also accompanied an update to the citywide Classification and Compensation Plan, effective July 1, 2026, which the council approved separately and which carries an associated fiscal impact cited in the agenda at $250,842. Councilmembers noted the updated plan in their discussion as part of implementing the new fiscal year and staffing changes.
The council’s approval completes the city’s formal budget adoption steps and provides staff direction to implement the FY 2026-27 spending allocations. The city will post full budget documents and supporting materials per standard public-access procedures.
