At several points in the session, Commissioners pressed to strengthen language that the comprehensive plan will not strip private property rights. Commissioner (S7) asked for explicit, bullet-point language assuring landowners "this document is not intended to limit private property rights." Several other commissioners and staff agreed that the plan should make clear that the FLUM is advisory and that regulatory changes (zoning) are handled separately.
Chair (S4) reiterated the distinction: "The land use map does not change zoning or property rights." The working group agreed to retain consultant wording that property owners retain existing legal rights and to add an explicit, prominent line to reassure landowners; staff will ensure the language appears under the property-rights heading when the consultant provides the cleaned redline.
