Board Chair opened a procedural discussion about next steps after the program briefing: the district has submitted the required spreadsheet and questionnaire and needs a board resolution authorizing participation in the E-TRAN issuance. Anthony Singh said the program attorneys prefer resolutions be in hand before the first issuance; he recommended a small buffer over the spreadsheet amount to avoid returning to the board for minor increases.
"I'd strongly advise that it's 10% larger," Singh said when asked whether resolutions may be larger than the initial draw estimate. Board members discussed calendar constraints: Singh urged districts to have resolutions returned by about Aug 20—26 so funds could be available in a September issuance window, but he acknowledged last-year exceptions when some resolutions arrived later.
Board members also discussed operational timing: draw schedules (monthly sends and the 10th-business-day return), and the need for staff to keep a single master spreadsheet rather than multiple, conflicting models. The board agreed to treat an E-TRAN resolution as an action item on the August meeting agenda and to seek clarifying cash-flow inputs from staff before that packet.
