Council members praised the clarity of the plan and stressed that approval authorizes staff to pursue funding strategies (grants, loans or bonds) but does not by itself expend funds. Staff said the utility investments would be paid through user-rate fees when implemented, and council discussed procurement and funding timing. The motion to adopt passed on a recorded voice vote of council members present.
