Jeff Rackley of Stantec presented the solid-waste assessment update, noting the city last updated assessments in 2018–19 and costs have risen since. Using 2026 budget data and projected contract costs, Stantec estimated approximately 5,350 residential dwelling units receiving solid-waste service and calculated a FY2027 cost per dwelling unit of $573, compared with the current assessment amount that generates roughly $1.5 million and is no longer covering full costs.
Rackley explained statutory requirements for special assessments and TRIM notices, and outlined options for the commission: adopt a preliminary rate to place on the TRIM notice (which sets an upper limit), adopt annually, or adopt a multi-year strategy to spread the increase. He said next steps include returning with a resolution or public hearing to adopt preliminary rates; no final decision was made at the workshop.
