Attorneys for three East End landowners asked the Alpine City Council on July 13 to approve a petition to disannex their properties, saying the parcels were annexed in 2007 with a promise of water and sewer service that was never fulfilled. Rob Pappasco, representing the landowners, said the properties were never provided connections and that he had filed the petition following the procedures in the Texas local government code. "They were never given water or some or sewer service," Pappasco said.
Property owner Gary Dunshey told council he wants to be excluded from the city because services have not been delivered, saying he is "ready to quit paying taxes." Council later moved into executive session under Texas Government Code §551.071 to consult with the city attorney about annexation and related petitions; when the council returned it announced no action would be taken immediately. The petition and any formal legal steps will follow the statutory process and may require additional staff or legal review before the council takes a public vote.
