Finance director: general fund at 43% of budget; transfers, fund surpluses and deficits explained

Sharon Haines, the city's director of financial services, presented the financial activity report for the period ending Feb. 28, 2026 and explained variances across funds.
"Our general fund revenues as of 02/28/2026 was at 43% of budgeted revenues or $20,026,611," Haines said. She told commissioners that a previously budgeted $11,000,000 transfer from the general fund to capital was reduced to about $4,000,000 through a budget amendment, which affects reported administrative percentages. Haines detailed proprietary fund results: stormwater revenues were $728,513 (38% of budget), solid waste revenues totaled $1,241,984 with a $520,144 surplus, building services had $407,928 in revenues and a surplus of $120,822, CRE showed a surplus of $5,105,432, and the Alzheimer's care fund showed a deficit of $81,932. Haines said timing and awaiting reimbursements explain some deficits.
Commissioners asked for clarification about the Alzheimer's fund and the fire rescue special assessment; Haines explained reimbursements and the general fund's role in covering shortfalls pending fee adjustments. The commission moved and approved Resolution 2026-041 to ratify the financial activity reports.
