Planning Board hears Community Energy Plan; presenter says borough now eligible for implementation grants

Ben Prepp presented the borough's draft Red Bank Community Energy Plan at the July 22 Planning Board meeting, describing how the plan aligns municipal priorities with the New Jersey Board of Public Utilities Energy Master Plan and its seven strategies. "Now that you've completed the community energy plan, you do qualify for those next, that next round of implementation grants," Prepp told the board, noting the plan was prepared under a state grant program and is available on the borough website.

Prepp outlined major initiative areas: reducing transportation-sector energy through municipal fleet electrification and EV infrastructure zoning, accelerating deployment of renewables (including municipal on-site generation and community solar subscriptions), maximizing building and municipal-facility energy efficiency, and policies to expand energy-storage options. He emphasized strategy 6on inclusive outreach and support for low- and moderate-income residents, including a 50% carve-out the state provides for community solar subscriptions targeted to qualifying households.

Board members asked for the underlying data and for sample green-building policies the borough could adopt. A board member asked whether sample ordinances and checklists were available; Prepp said examples exist for many municipalities and that he would provide any municipal policies he could share. Prepp also offered to share contact information and follow-up materials: "Sean has got my email if you don't have it already," he said. The presentation concluded with the board thanking Prepp and no formal vote on the plan itself at this meeting.
