The proposed ordinance would require permits for vehicles, create violation categories for unpermitted entry and, after repeated violations, bar the vehicle from operating in city limits for a year.
Staff said license-plate readers and photographic evidence can support citations and enforcement; commissioners discussed whether police should pull vehicles and the potential of issuing citations based on photos. The commission moved to forego the reading and approved the ordinance for first-reading consideration.
