Mercedes approves updated MOU with Weslaco to coordinate repairs, discuss Mile 2.5 drainage

City staff presented a revised interlocal memorandum of understanding with Weslaco to cover street improvements, utilities and shared features such as bridges and irrigation canals. The proposed MOU bundles multiple potential projects so the cities can avoid returning to the commission for separate agreements and sets a process for cost-sharing and project leadership: one jurisdiction will lead each project, obtain estimates and return for budget approval before work begins.
Commissioner Ruben Saldana and others asked how Mile 2.5 West and drainage problems would be handled; staff said engineers already produced estimates for portions of Mile 2.5 and that the two cities and county will engage TxDOT about undersized culverts and drainage piping. "So let's say it's divided in 0.5...we agree to when we're gonna proceed from both sides so that there's somebody leading the charge," the presenting staff member said. The commission approved the MOU and authorized staff to finalize legal language.
