City discusses $785,000 estimate for Cypress Preserve trail improvements and a $450,000 RTP grant application

Budget officer Heidi Brooks presented a proposed grant application to the Florida Department of Environmental Protection’s Recreation Trails Program for improvements to Cypress Preserve Park. Brooks described the park as deteriorated with a damaged walking path and safety/accessibility concerns. Preliminary engineering and a walk-through informed the scope.
Brooks provided a preliminary cost estimate of $785,000 and stated the RTP grant cap for this cycle is $450,000, leaving an estimated local match of approximately $335,000 if the estimate holds. Staff emphasized the application is competitive and federally funded; the application deadline is May 28 and a public input meeting was tentatively scheduled for May 21. If awarded, staff will return to the commission to appropriate funds and include any match in the FY2027 budget.
Next steps: staff will advertise the public input meeting, finalize the application and, if the city is awarded funds, seek a future appropriation to cover the match and project costs.
