City presents draft 2027–2032 strategic plan with six priorities and measurable targets

Sharon Hayes, Director of Financial Services, said the city issued an RFP and engaged consultants from the Executive Service Corps of Florida to lead planning work paused amid leadership changes. Consultant Linda Silverstein described four planning meetings in February–March 2026 and the data review (including a SWOT and census trends) that informed the priorities.
Acting City Manager Denise Howard outlined six strategic priorities and related goals: fiscal responsibility and financial stability (targeting reduced paper use and decreased reliance on fund balance), public safety and security (reduce reported incidents by 10% in targeted areas by 2032 and launch a Citizen Academy by 2029), sustainable economic growth (secure at least one PPP by 2032 and complete Canal 3 by 2030), city improvement and beautification (reduce litter index 50% by 2032), We Care customer service (90% community trust rating by 2032), and youth development (municipal internship program for 25 youth by 2028). Howard said the plan will be implemented via phased milestones, departmental accountability and annual public reporting.
Public comment from Patrick Green urged a stronger emphasis on economic measures to address income, poverty and retail leakage. City staff said they will take commissioner feedback to refine first-year milestones and return with tracking metrics and budget implications.
