Council members on the Edgewater City Council agreed July 20 to schedule a special meeting to study accessory dwelling units (ADUs) and potential changes to the city's land development code.
Ryan, the staff presenter, described ADUs as a small, affordable housing option that some cities support with preapproved plans to speed permitting. "They do allow for more affordable housing, smaller housing and, kind of aging in place," Ryan said as he outlined examples of studio and one-bedroom preapproved plans used in other municipalities.
Council members discussed whether the issue should be handled in a workshop or a single-subject special meeting. Staff recommended a special meeting if the council wanted to be able to take action; a workshop would allow discussion without a formal vote. Mayor DePhew and multiple council members voiced support for a special meeting with public comment so that staff could prepare draft language and options for the council to consider.
The council did not take a legislative vote on ADU text at the July 20 meeting. Instead, it directed staff to schedule a separate meeting to present model regulations, potential development standards, and the procedural steps (ordinance vs. charter language) needed to implement ADUs in Edgewater.
