The San Juan County Commission on July 21 approved a county match to a state contract for San Juan Counseling that county staff said is required to draw down additional state and Medicaid dollars for mental-health and substance-use services.
Tammy Squires, who presented the request, told commissioners the item is "not Medicaid match; it is state contract match" and that "it is the 20% county match requirement for the mental health and substance use disorder contracts" under state code. She said the county match lets the provider draw down additional state and Medicaid funds to deliver services locally.
Squires described program touchpoints the commission asked about: during the school year therapists are placed in schools under an MOU with the district; a therapist visits the jail weekly to provide individual and group counseling; and the provider coordinates quarterly with law enforcement and its mobile crisis outreach teams. She also said some opioid-settlement dollars have been reallocated to fund jail services.
Commission discussion focused on clarifying the local match mechanics and confirming that the funding supports prevention and crisis response, including suicide-prevention outreach. A motion to approve the contract and the 20% county contribution passed after a second; the commission did not record individual roll-call votes in the audio record.
