"If we look at costs, Duluth, they were about $250,000 and Saint Cloud was about 307,000," the presenter said, describing that St. Cloud had paid additional consultant fees for implementation help. Members pressed on funding sources and whether the analysis would yield a positive return on investment; a committee member cautioned that a COA should be followed by implementation commitments, not shelved findings. Participants discussed how a COA differs from the recently completed TDP: the TDP had been scoped as budget-neutral, while a COA would dig deeper into financial and operational trade-offs and could recommend investments such as bus rapid transit–style corridors or higher‑frequency routes.
Committee members asked staff to gather more financial follow-up from peer agencies, assess potential funding sources (grants or local match), and return with cost estimates and study reports to inform a decision about whether to pursue an RFP and the scale of work.
