"In June, we did do a a pretty sizable draw, 521,000 to the state of North Dakota," Henning said, and described year-to-date federal funding around $1.5 million and continuing expense underruns. Henning flagged overtime as a current concern: "The issue here with this budget is the overtime. We're about $350,000 over budget and overtime, mainly due to, I believe, about 13 staff that we are under." Staff and committee members discussed recruitment and training: one presenter said, "We have a training class starting on Monday, with, 7 drivers," and staff expected additional classes in coming weeks to reduce vacancy levels.
Committee members asked whether the driver shortfall reflected recent federal CDL changes; staff reported HR had reviewed and found no employees who would be affected by the new federal restrictions. Members also discussed whether staffing churn is seasonal (e.g., beet season) and how next year’s budget should account for continued turnover.
