Staff described the pavilion as roughly 18 by 24 feet with hardy horizontal siding, a stone veneer base, a rolled-up-style garage door and downward-directed lighting to minimize nuisance for nearby residents. Staff noted the pavilion’s code capacity would be about 25 people and recommended conditions: a lighting plan showing downward-directed fixtures, porta‑potty locations and screening or enclosure for any temporary restrooms, and combining the two parcels into one lot of record for clarity.
Applicant John Ruth confirmed he and staff were working to complete the lot consolidation and said he coordinates with neighboring businesses and a nearby church when extra parking is needed. A motion to approve the pavilion passed by voice vote; staff will require the plan details the commission requested.
