The speaker said the reserve would help MetroCOG weather federal funding gaps or government shutdowns and smooth cash flow for reimbursable planning projects; Cass County's share of the first-year reserve contribution was presented at $4,240 as its 5.3% allocation of the initial $80,000 contribution, for a total county request of $25,644.72 for 2027 when combined with dues and local match obligations. The representative also reviewed MetroCOG's operating and project funding structure (federal pass-throughs, local dues and required matching).
Commissioners asked whether the contribution was a one-time request or multi-year build; the presenter explained the reserve would be built over seven years with annual, declining contributions.
