Valley Senior Services asks county to maintain $2 million senior mill levy

Paul Grenland, director of Valley Senior Services (speaker 10), asked the commission to maintain the group—s 2027 mill levy request at $2,000,000 and reviewed how the funds are spent.
Grenland said Valley Senior Services operates metro and rural transit for seniors, congregate meals and meals-on-wheels, and resource services that help older adults stay independent. He told commissioners the organization—s Cass County budget is roughly $4.8 million and that the county—s mill generates a sizeable portion that the state matches. "So whatever your mill generates gets matched at 87.5¢ on the dollar," he said.
Ken Astrid (speaker 9), the County Council on Aging treasurer who joined Grenland, noted that requests from 12 senior clubs total $216,015 this year, an increase of roughly $20,000 driven largely by higher participation and rising meal costs. Commissioners asked about the Broadway senior center lease; Grenland said the center has a three-year extension starting Sept. 1, with modest built-in inflation and pass-through common-area maintenance costs.
Commissioners did not oppose the request during the presentation and agreed to move forward with the item as included in the county—s budget process.
