City authorizes $1.21M design agreement to position Taxiway Alpha project for FAA grants

Brandon Kieser, Manhattan Airport director, asked the commission to approve a professional services agreement with Olson Inc. for $1,213,800 to prepare a full design for Taxiway Alpha reconstruction. Kieser explained the taxiway is divided into three sections (north: 1994; middle: 1982; south: 2002) and that additional FAA discretionary funding became available, creating an opportunity to complete all three sections as a single project.
Kieser said the accelerated schedule requires 100% design completion by April 2026 to meet an FAA discretionary grant application deadline of June 1, 2026, and that recent FAA reauthorization allows airports of Manhattan’s size to obtain up to 95% federal funding for eligible projects. "We were notified that we had an opportunity to complete all 3 sections with our entitlement and now discretionary funds," Kieser said, explaining why the city must move quickly. He told commissioners the city would cover design costs up front and seek reimbursement if the grant is awarded.
The commission approved the professional services agreement and adopted a resolution authorizing the project and financing; the motion passed unanimously.
