Commission rezones 15.7-acre tract at Kimball and College from UC to Mixed Use

Stephanie Peterson, director of community development, presented a rezoning request for a 15.7-acre tract at the northeast corner of Kimball Avenue and College Avenue that is currently zoned UC (University/College). The applicant requested a change to the Mixed Use (MX) district; Planning Board reviewed the request and unanimously recommended approval.
Peterson explained the existing UC zoning allows university-support uses such as research and agricultural activities, while MX allows a broader range of permitted uses. She said adjacent properties include Kansas State University–zoned land to the east and multifamily planned-unit developments to the west and that the Edge district master plan envisioned restaurants, hotels and multifamily development for the area. A nearby resident, Britney Fielder, asked what would be built if rezoned; Peterson responded that zoning cannot be conditional and that permitted uses under MX would apply.
After discussion and no ex parte recusals, a commissioner moved to approve ordinance No. 7,799 to rezone the property; the motion was seconded and passed 4–0 on roll call vote.
