Town Manager Clifton reported that the Town Hall capital project will span 2026–2028 with planning and design work in 2026–2027 and possible construction beginning in 2027 and continuing into 2028. Clifton confirmed that the contract with Michael Taylor Architects has been signed and the project will be funded primarily through proposed bond proceeds.
Clifton said the Town will pursue a Construction Manager at Risk (CMAR) approach and is preparing a Request for Statement of Qualifications (RSOQ). He noted the benefit of involving a contractor early in the design process is to obtain a "not to exceed" figure and streamline procurement steps; Council Members Aldaz and Collet are expected to serve on a review board to evaluate responses and recommend a selection for Council ratification.
