The Design Review Committee voted to approve a rear addition at 1056 South Boulevard while deferring a decision on replacing the house’s historic wood windows. Emily Foster, the planning staff member who presented the case, recommended "final approval of the requested addition" but said the request to replace the historic windows could not be approved at the staff (minor review) level because "staff was not provided adequate evidence to show that the historic windows are deteriorated beyond reasonable repair."
Applicant Alan Dezayas of Avon Modular argued replacing all windows would provide a consistent aesthetic and address rot and aging glass, telling the committee, "we were hoping to look at replacing all the windows because... we wanna stay with the consistency of the historic preservation" and that some windows have "significant wood rot." Committee members pressed for a clearer inventory and street-view elevations showing which windows are historic and which had already been approved administratively.
After extended discussion the committee adopted a motion to approve staff’s recommendation for the addition and to allow the administratively approved replacements to proceed, but to table consideration of replacing the remaining historic windows so the applicant could document deterioration and allow staff to perform site inspection. The motion carried on roll-call vote; the record notes the applicant will pursue a site visit and may return with supporting evidence if windows prove beyond repair.
