Trustees told wastewater 60% design delayed; shovel-ready timeline slips to 2027

A trustee told the board the town had expected a 60% design for the wastewater project earlier in the year but learned in December that the design delivery will be pushed back roughly six months. "We thought originally that the 60% design plan would be available to us in June of this year. It wasn't. They told us it would be December. Now they've met again with us in December and told us that it's gonna be probably another 6 months," the trustee said.
The trustee explained the delay means the project will likely not be shovel-ready until spring 2027 at the earliest and that the town remains active on related fronts: they have submitted a waste-load allocation permit and are in a third review with ODEQ, have been coordinating with Garber on design elements, and are continuing land identification and procurement work. The trustee said the town is also pursuing alternatives (including liaison with the Oklahoma Water Resources Board) to accelerate treatment options and support the waste-load application process.
Board members were told the delay affects sequencing with a concurrent ODOT project, land procurement timelines and grant application timing; the town intends to report progress as permitting and design milestones move forward.
