Public Works Director Dan Merkh presented an outside-city water-service application at the March 12 council meeting for property located along 200th Road in Wellsville, outside Edgerton's corporate limits. The applicants submitted consent to annexation and, if approved, will pay to install the line to the City's main. Mr. Merkh provided fee figures from the application: "the water connection charge is $7,500 and the system development fee is $4,300." Council discussed whether the City should require warranties or a financial-assurance mechanism (for example a deposit, letter of credit, or bond) to protect the city when it assumes ownership of infrastructure up to the meter.
After discussion, Councilmember Longanecker moved to approve the application and Councilmember Conus seconded; the motion carried 3-0 (Longanecker, Lewis, Conus), with Councilmembers Lebakken and Malloy absent. Staff said a later agenda item or administrative review could consider whether to require warranties or other long-term protections for installed infrastructure. No additional financial commitments by the City were approved at the meeting.
