Public Works Foreman Chase Forrester recommended awarding the right‑of‑way mowing work along Homestead Lane to Scarecrow Farm and Lawn. Bids ranged from $23,152 to $35,552; staff recommended Scarecrow as the lowest responsive bidder and for their demonstrated experience. The recommended three‑year contract (2026–2028) sets a flat annual price of $23,152. Council approved both contracts by unanimous votes.
