He also described a multi-year reclamation of an older, unlined East Landfill Campus to convert legacy waste into a regulated, lined cell and said the current site has about 15 years remaining without expansion — a permit modification could add 4–5 years. Olson urged early planning for a new site or permitting to avoid forced trucking to distant facilities.
