Fargo staff propose $14.77 monthly utility package; water and wastewater drive largest shares

City finance and utility staff presented a consolidated rate package that would raise a typical residential monthly utility bill by about $14.77 under the current proposal. Brenda (staff lead on rates) summarized the package, listing water at $4.60, water reclamation at $5.00, storm sewer at about $1.00 and forestry at $1.02, plus a $3.15 per-month charge labeled for the Red River Valley Water Supply Project. “So as you put them all together, it would be a $14.77 monthly increase,” Brenda said.

Staff explained that the separate Red River Valley charge reflects growing debt-service obligations as the regional water project moves from planning into construction and that the city has relied on infrastructure sales tax and grant/loan strategies to contain rates historically. Troy/Hall (water staff) explained two structural changes staff proposes to modernize rate design: reduce the included base volume step (from 2,000 gallons toward 1,500) and move away from a declining-block volumetric model toward a flatter or inclining block structure that aligns with national practice. Hall said the single effect of the 1,500-gallon base change accounts for roughly $3 of the $4.60 water increase on an average 0.75-inch meter household.

Commissioners pressed staff on distributional impacts and alternatives such as federal grants, reallocation of infrastructure sales-tax proceeds, and how the measure would interact with partner bills for regional users. Staff committed to supplying sensitivity tables (users per tier, billing examples) and to treat the preliminary budget and these rate proposals as points for additional review at the July 27 finance committee before final action.
