Applicant says 100 Nod Road building elevations and stormwater measures keep site above floodplain

Engineer David Ziaks addressed flooding concerns raised by residents and commissioners, explaining FEMA benchmarks and the project’s finished grades. He said the 100-year FEMA elevation is 162.5 feet and the 500-year is 166 feet; the proposed parking low point is 175 and the first floor of the building is 179.5, placing the site well above FEMA flood elevations.
Ziaks also noted three culverts under Nod Road are Town-owned and maintained by the Department of Public Works; he said the applicant will work with DPW to ensure proper culvert function at construction completion and that the on-site stormwater management system will reduce the risk of local ponding. Some commissioners and residents reported historic culvert neglect and localized flooding on Nod Road; staff and the applicant agreed the culverts should be inspected and cleaned on a regular schedule.
