Board leans to town ownership of hydrants; approves $5,000 fee for 2" meter connection

The board reviewed proposed changes to the water user agreement, including a hydrant policy and the fee/approval pathway for 2" water service feeds.
Two versions of the hydrant policy were discussed: one that kept hydrant ownership with the district and another that would transfer ownership to the town (Hoagetown/Hochatown spelling appeared in discussion). Dusty said that the town taking ownership would mean the town (and its fire department) would assume maintenance responsibility. One board member noted, “So looks to me like the 2nd one kinda makes it the responsibility of Hoagetown to manage it moving forward.” The board directed staff to send the proposed language to the town for review and legal counsel feedback.
On requested 2" meters for an apartment complex, Dusty provided a materials estimate and said a 2" meter installation could be roughly $4,000 in materials and about $5,000 total including labor; members approved a motion to set the 2" meter connection fee at $5,000 and to bring the pricing and engineer approval to the next meeting as needed.
