The board approved the Village Marina LLC redevelopment plan after hearing from the applicant’s attorney, engineer Radim Kucera (testimony on credentials and engineering) and planner Allison Kopsco. The proposal calls for removing certain lakeside structures, retaining a marina component, and building small single-family dwellings and a two-car garage; the applicant’s team said impervious coverage would be reduced by roughly 8% compared with existing conditions.
Planner Allison Kopsco summarized planning conclusions for the board and tied the proposal to municipal master-plan goals for mixed-use and main-street walkability. “The proposal overall does not substantially impair light air and open space,” she said while explaining positive and negative criteria for the D1/D2 variances. Board members raised questions about parking counts — including whether garage spaces can count as public parking — and asked for clearer delineation of open parking areas (wheel stops or similar) and confirmation that no new grading within the flood zone was proposed. The applicant said no new grading was planned in flood-prone areas and that the proposal increases the number of designated parking spaces overall.
After clarifications from the engineer and planner, the board moved and recorded approval; the resolution will include conditions requiring parking delineation details to be finalized in the compliance plan.
