The Hopatcong Land Use Board approved an application to allow kennel use at 557 Stanhope Road following testimony from the applicant’s attorney, Ryan Windles, and the property manager, John Wunderlich. Windles said the proposal was prompted by a fire at a separate animal-rescue facility and described the requested relief as: “to let Oscar use their current existing dog kennel on another parcel and to seek approval to use a barn on this parcel to operate [a] dog kennel.”
Property manager John Wunderlich told the board the facility has “space and plans for 35” dogs but emphasized it would not be general public boarding; adoptions and public-facing services would continue to be handled at the organization’s original location. The board questioned capacity, fencing, the vet-on-call arrangement and whether the county health department would require a separate application or an amendment to an existing county license; the applicant said the Sussex County Health Department approval would be updated as needed and the town license would be amended.
Board members voted to approve the conditional use relief after asking clarifying questions about parking, outdoor runs, and whether the use would be temporary; the board recorded a motion and passed it by voice vote. The applicant and the borough will coordinate with the county on any required county-level approvals and town-licensing updates.
