OWEB plans pre-scope rulemaking on capacity grants; FIP cycle to follow January adoption

Sarah O’Brien, OWEB executive director, and Eric Williams discussed next steps for rulemaking on organizational capacity grants and timing for the next FIP solicitation. Williams said staff plan to present outreach and engagement results at the committee’s December meeting, then ask the full board in January for authority to begin formal rulemaking and RAC formation.
Williams explained the timeline tying FIP solicitation to priority adoption: if the board adopts revised priorities in January 2026, OWEB would open a solicitation with applications due in July 2026 and select FIP cohorts at the January 2027 board meeting so they can begin operating at the start of the July 2027 biennium. Staff noted the committee’s unusual role interviewing FIP applicants publicly as part of evaluation and said interview scheduling could require splitting sessions across multiple days depending on applicant numbers.
No formal committee action was taken today; staff will return with materials in October and plan to run pre-rulemaking engagement with partners (including ODA, districts, and watershed councils) before launching the RAC-based rulemaking process.
