OWEB previews revised FIP ecological priorities ahead of October board review

Eric Williams, OWEB restoration grants manager, told the Partnerships & Capacity Committee that the FIP program is updating its ecological priorities for the first five-year revision cycle since 2015 and that staff will seek full-board adoption in January 2026.
Williams said OWEB’s engagement included public listening sessions, a tribal session, and grantee surveys; staff incorporated feedback and technical input from Oregon Department of Fish and Wildlife (ODFW) and U.S. Fish and Wildlife Service. He explained that the updated priorities include mapping changes, expanded descriptions of limiting factors (for example, landscape-scale disturbance and habitat connectivity), and changes to indicator species across several habitat priorities. Williams said staff will bring the draft to the full board in October for feedback and then return in January for adoption.
Staff materials attached to the agenda include a summary of themes and detailed draft priority memos and maps. If the board adopts the revised priorities in January 2026, OWEB intends to open the next FIP solicitation afterward so applications can be due in July 2026 and cohorts selected in January 2027.
