The council reviewed a proposed Memorandum of Agreement (MOA) with Federico/Duerst Consulting to provide advocacy and legislative monitoring in Kansas. The MOA, presented to the council on Nov. 17, states that Federico/Duerst (FD) will monitor and lobby the Kansas Legislature, assist with strategic planning when requested in writing by the city, and help prepare and present testimony on the city's behalf when requested.
The MOA describes FD's obligations: "In an effort to comply with this Agreement and specific requests of LKS for work to be performed in Kansas, FD agrees to monitor and lobby the Kansas Legislature. FD also agrees, when asked in writing by Lindsborg, to assist in the planning, development, and implementation of strategic plans that will help Lindsborg achieve its specifically stated objectives. Additionally, FD further agrees to assist in the preparation and presentation of testimony offered on Lindsborg's behalf when requested in writing by Lindsborg." Councilmember Blaine Heble moved to approve the MOA at a cost of $2,500 per month (annual total $30,000); Rebecca Van Der Wege seconded and the motion passed 8-0. City staff noted that the "Meet in the Middle" rural summit, hosted in Lindsborg, had 93 registered attendees this year.
The MOA takes effect Jan. 1, 2026 and covers a one-year term. The council did not amend the contract terms at the meeting and directed staff to execute the agreement.
