Council approves $3,000 contract for CDBG housing-rehab grant writing

At a study-session portion of the meeting, Megan Unruh and Stephanie Marsh of the South-Central Kansas Economic Development District described the Community Development Block Grant (CDBG) Housing Rehabilitation program and said it can award cities up to $300,000 for eligible housing repairs or demolition. They emphasized that this grant provides a "direct benefit" to low-income residents and therefore does not require the city to meet an LMI threshold in the same way as other CDBG programs.
City staff reported they have discussed roles and responsibilities with SCKEDD to ensure effective administration if the grant is awarded and recommended the council approve a $3,000 grant-writing contract. Councilmember Kirsten Bruce moved to approve the contract; John Presley seconded and the motion passed 8-0.
If awarded, the grant would serve as a successor to the city's "Lift Up Lindsborg" program and could fund eligible improvements such as insulation, siding, roofing, HVAC, windows and other safety and efficiency upgrades. Staff will coordinate with SCKEDD on application deadlines and program design.
