The council voted to initiate formal rulemaking for the Tribal Nation Natural Resources Program Fund, the portion of the settlement proceeds set aside in statute for the nine federally recognized tribes. Chair Michael Dembrow explained that statute requires equal payments to the nine tribes and that, because tribes are sovereign, the fund design will reflect their prerogatives over internal distribution.
Nicole Manis, program manager, said staff have already conducted informal engagement with tribal natural‑resource staff and will now move into formal administrative rulemaking so tribes can review draft rules and complete their internal sign‑off processes. “If tribal partners feel that capital‑C consultation is necessary, needed, or wanted, then we will move in that direction,” Manis said. The council asked staff to continue coordinating with tribal contacts and to bring draft rules and a rulemaking calendar back to the next meeting for review.
