Staff told the committee they are preparing for a December ARE meeting that will include a tribal panel and further exploration of future conditions, significant habitat and other linked topics. Renee Davis said staff will continue meeting with land trust and tribal partners between now and December to collect case studies and more detailed examples to inform a deeper discussion.
Sarah O'Brien said the committee will likely present a brief status report to the full board at the next meeting and that the committee may be asked for a recommendation by January about whether to initiate rulemaking. "We will continue to unpeel layers as we go," she said, and staff emphasized that no legislative or rule change will be proposed without substantial stakeholder engagement and legal review.
