Committee asks about audits, data QA/QC and USFS reorganization; staff respond
Summary

Board member Mark Lebhardt asked whether OWEB grants receive independent audits and when the last review occurred. Stephanie Page replied that OWEB receives both fiscal and programmatic/performance audits and said the most recent relevant audit was published in December 2020 by the Oregon Secretary of State's office titled (per staff) "Appropriately administering Measure 76 funds." She said that report did not include recommendations and concluded agencies were administering funds appropriately.
On voluntary reporting, staff confirmed the Oregon Watershed Restoration Inventory accepts non-OWEB submissions and that Bobby Riggers performs extensive QA/QC before publication. A separate question to Brian Staub about the U.S. Forest Service reorganization elicited a summary that a plan had been released, a public comment period is open and that the proposal includes consolidating some regional functions toward a national office with details still to be decided.
