Council moves special-event rules into Public Property code, sets permits and safety standards

The Edgerton City Council adopted Ordinance No. 2190 on Jan. 8, 2026, moving special-event regulation out of the Beverage chapter and into Chapter XII — Public Property, Article 3. Assistant to the City Administrator Kara Banks said the change will require permits for all special events and establish minimum safety standards to protect public health, safety and welfare.
Banks detailed new requirements: standard event hours, minimum insurance, authority for the City Administrator to restrict parking along parade or demonstration routes, and obligations for event organizers to clean up and restore sites after events. She said the update is intended to give the city regulatory authority over special events and to protect nearby property owners, residents and businesses. Councilmember Clay Longanecker moved to approve the ordinance; Councilmember Bill Malloy seconded and the motion carried 4-0.
Staff characterized the change as improving the city's ability to manage special events and mitigate impacts on residents and businesses. The ordinance also aligns the permitting and enforcement framework across municipal code chapters.
