City Administrator Beth Linn presented the 2026–2030 Capital Improvement Program, explaining adoption would establish project scopes, budgets, funding sources and estimated timeframes for the city’s funded projects. Linn said staff would bring contracts and any funding or cost changes back to council as individual projects progress through the project life cycle.
Councilmember Deb Lebakken moved to adopt the CIP as presented; Bill Malloy seconded and the motion carried 4–0. The adopted list identifies 26 funded projects; staff emphasized the adoption sets planning-level parameters and does not itself authorize individual contracts or expenditures beyond those future approvals.
